The PPWR introduces mandatory reusable packaging targets for specific sectors, requiring a shift from single-use to reusable packaging systems. This guide covers the targets by sector and implementation strategies.
Reusable Packaging Targets by Sector
| Sector / Packaging Type | 2030 Target | 2040 Target |
|---|---|---|
| Cold beverages (takeaway food service) | 20% | 80% |
| Hot beverages (takeaway food service) | 20% | 80% |
| Ready-prepared food (takeaway) | 10% | 40% |
| Transport packaging (grouped/tertiary) | 50% | 90% |
| E-commerce outer packaging | 10% | 50% |
| Sales packaging (non-food) | 10% | 25% |
Reusable Packaging Systems
Implementing reusable packaging requires establishing closed-loop systems for collection, cleaning, and redistribution. Key system models include: deposit-based reuse (consumer pays deposit, returned at point of sale); pooling systems (shared reusable packaging managed by a third-party pool operator); and brand-owned reuse systems (company manages its own reusable packaging fleet).
Implementation Challenges
The main challenges in implementing reusable packaging include: logistics costs for collection and return; cleaning and hygiene compliance for food contact packaging; consumer behaviour change; and infrastructure investment for washing and redistribution. The PPWR allows member states to grant exemptions for small businesses and in areas where reuse infrastructure is not yet available.
